SIA “BRD projekts” to develop construction project “Riga Tram Infrastructure Development”

“Rīgas satiksme” and SIA “BRD projekts” sign a contract on the development of the construction project for building a section of the new tram infrastructure, reconstructing an existing tram line and ensuring author’s supervision within the framework of “Riga Tram Infrastructure Development” project co-funded by the EU Cohesion Fund.
 
The contract is implemented as part of project “Riga Tram Infrastructure Development”, activity "To Develop Environment Friendly Public Transport Infrastructure (Rail Transport)”, specific support goal "To Develop Environment Friendly Public Transport Infrastructure”, programme "Growth and Employment".
 
The contract amount is EUR 2,054,388.00, without VAT, which includes the costs of developing the construction project as well as the costs of author’s supervision during the construction works.
 
It is planned that the development of the construction project for the building of a section of the new tram infrastructure and the reconstruction of an existing tramline will consist of five stages, three for the new section and two for the line to be reconstructed. It was decided to divide the development of the building project into stages because developing the project for the new section is more complicated and time consuming than developing a reconstruction project for the existing tram line. Therefore, reconstruction works may be started while developing the project for the new section.
 
It is planned that all construction works will be finished in Q1 2020. 
 
As part of the “Riga Tram Infrastructure Development” project, “Rīgas satiksme” signed an integrity pact with “Association for Transparency – Delna” (Delna). The integrity pact is a tool aimed at preventing corruption in public procurements funded or co-funded by the European Union. Its goal is to help save taxpayers’ money by implementing infrastructure projects and other public works.
 
SIA “BRD projekts” have also signed an integrity pact with Delna, and this pact is an integral part of the contract and an irrevocable consent to supervision and complying by certain principles of activity.  So far, Delna has participated in the project supervision, including participation in all meetings of RP SIA “Rīgas satiksme” procurement commission. Delna and its experts were also involved in developing procurement documentation and evaluating the offers submitted.
 
It should be reminded that on October 3, 2017 RP SIA “Rīgas satiksme” and the Central Finance and Contracts Unit signed an agreement on the implementation of European Union Fund project No.4.5.1.1/16/I/002 “Riga Tram Infrastructure Development” (further called – Project).
The implementation of the project is regulated by Cabinet Regulations No. 281 “Regulations of Implementing  activity 4.5.1.1 “To Develop Environment Friendly Public Transport Infrastructure (Rail Transport)” of specific support goal 4.5.1 “To Develop Environment Friendly Public Transport Infrastructure” of programme “Growth and Development”” of 3rd May 2016.
The total costs of the project amount to EUR 97, 400, 000.00, without VAT, of which the funding of the European Union’s Cohesion Fund is EUR 65,669, 331.00 (67.42%), the co-funding of RP SIA “Rīgas satiksme” is EUR 27, 400, 000.00 (28.13%) and other public funds for pre-prefunding of performance reserve is EUR 4, 330, 669.00 (4.45%).
 
The goal of project “Riga Tram Infrastructure Development” is to further the sustainable use of public transport in Riga by including less interconnected urban development neighbourhoods in Riga public transport network. The project is implemented in Riga, the capital the Republic of Latvia. The implementation of the project will ensure more efficient public transport services in urbanized areas of Riga city, decrease the number of road traffic jams, number of road accidents  and negative environmental impact by influencing positively the quality of urban life and environment, as well as will improve means of public transportation by raising quality standards and shortening the duration of trips in public transport (for vehicles and passengers), without worsening traffic conditions.
